When I install the new files to the database it seems to cause problems and
when I do a fresh clean install of the media wiki 1.16 I get a weird error
associated with permissions files on the database.  Originally the problem
was PHP4, but found I could switch to PHP5 by activating a prompt within my
control center for my website.
