If you just want to do a few minor CSS changes, instead of changing the
skin files which means that it will break when a new skin version is
released, the recommended way is to add it to the skin css message (in
your case, that should be MediaWiki:Rilpoint.css) or
MediaWiki:Common.css (which is included no matter what skin selected the
user).
