To explain briefly - MediaWiki uses what's known as a mail server - either a local or remote server which will accept server to server email connections.
This is completely unlike Gmail or Hotmail or those things - those are mail clients you use, to access someone else's server. Your ISP would have to allow you to send mail to their server, and they would need to provide you the address of that server. You can search on the keywords "SMTP Server" for more information.
