Logs are you friends :-) If the file is there then there could be a permissions problem somewhere in the directory path. Even though you may have permission to find the file, the web server, which is calling it, may not. Check the permissions of each directory in the file's path and the filename to see that the web user (e.g., apache) can get to that file and read it.
It may help to watch the log file as you are using the wiki. The error below looks like it happened when you opened the Softwareversie page and it was trying to check the version of the FCKeditor. There are probably other errors, for example when you try to edit a page since that is not working.
