Completion of the 1.18 deployment for Wikimedia sites was followed by multi day "all staff" and "tech meetings" in San Francisco. Because of this, resources have been spread extremely thin this week. This weekend ops and others deeply involved in the 1.18 release process are participating in the New Orleans hackathon. Today they are en route to New Orleans. It simply has not yet been possible to push out a tarball with a beta of MediaWiki 1.18. Monday or Tuesday, things will largely be back to normal, and I think I'm not wrong if many of the WMF techies also want to get a beta of 1.18 out of the door, and will push hard to make that happen next week.
