I'm not 100% sure I understand what you're asking, but since I'm
guessing you're trying to figure out how to run MediaWiki on a local
windows machine - MediaWiki needs a web server (e.g. Apache), PHP and
a database server (e.g. MySQL) to run. A bundle like EasyPHP[1] may be
the best solution for you.
