By default, the text will appear exactly where the template appears.
You can place the text anywhere you want using CSS. Just enclose the text in a
div:
<includeonly>[[Category:Computers]]</includeonly><div class="computer-info">
This is a wonderful wiki article about computers.

and then edit MediaWiki:Common.css to add a class ("computer-info ") that
places the div at
the top of the page.
div. computer-info {
...whatever CSS you want...
