I now see it on chrome. Header Navigation vanished. I'll look later tonight. JS 
script appears to be hiding it after page load and the JS executes against the 
DOM element.  Tom

...because you're on your iPhone.  The jitter does not occur on my iPod 4
either.  Tested Chrome and Safari.

On Windows, though, Chrome, IE9, and IE10 show a janky, jittery navigation
header.

Thank you for that.  Extremely helpful.  I guess I should've looked in the
docs for the deprecated/merged Vector extension.  Irksome.

However, for future readers, this is a work-around (a really good one), but
not a solution per se.

The original problem remains: The header of the first section of the
sidebar appears then disappears... for unknown reasons.
