It doesn't look too hacky to me, and it was rebased just a few months ago. Considering who the author is, it probably works. Note that img_auth.php needs to be used. There is an article about img_auth.php here: https://www.mediawiki.org/wiki/Manual:Image_Authorization On Bugzilla there are a lot of suggestions to use iconv() to convert to some random 8-bit character set, which doesn't seem like a great idea to me.
