Just quickly, my solution to the problem.
The Sections are critical to the format of the page -- to give me more
control over styling without having to create a new skin.
I found that entering a space in a field in SF renders that
"populated" and avoids the buggy behavior that you've noted. It will make
the process of creating blank pages a bit more tedious, but that seems the
most workable approach at this time.
