That's not the file you're supposed to put the config. Your vhost files are included from `/etc/apache2/vhosts.d/*.conf`.
One of those has a <VirtualHost> entry with a DocumentPath of `/var/www/localhost/htdocs`. That is the file you're supposed to put the short URL config in.
