Heiya Florian, there is actually a mailing-list just for the foreground skin [0,1] and the e-mail address is in CC.
With foreground there is no need for the Header Tabs extension since it provides this feature out of the box. See here: [2]. By clicking on [2] you will already be on the wiki about foreground.
