Good afternoon, I have worked in two different scenarios, both work. IT is totally dependent on staff. I have seen it where only IT could make dictionary changes, once the request was submitted and approved with the departments that would be effected. Otherwise: The process is a joint effort with MIS/IT and the designated depts. The original implementation team for each specific area, maintained all dictionaries for the modules. Example BAR, all dictionaries were maintained by the business office IT Liaison, except for the Charge Master. ITS/LAB/PHA/OE. The MIS/IT staff analyst only made specific changes if it was part of an update or specific request. The Charge Master (Procedure Dictionary) was maintained by the Charge Master Liaison, within the Compliance Office. The specific approval coding, statistics, etc. were all done with the approval process set up by compliance. The MIS dictionaries that served particular areas, were given to assigned areas, ex: Medical Records (HIM) department director and two other people, because of state required reporting that these dictionaries served they were the only ones that could make changes. (Example: Adm source, any dictionary with bill code info at the bottom of the dictionary screen. Insurance belongs to the business office, employer, insurance groups, etc. Then there are clinical dictionaries that belong specifically with Pharmacy or OE. Menus, Profiles and Access at the MIS level were all maintained by the security analyst in MIS/IT. When the network groups, etc, were done, the info would go to the analyst assigned to do security for MT for that particular time. The employees were assigned their menus based on position/job description when hired in HR. A profile would be assigned to an individual and not custom individual menus. A new profile was only made when there were new positions created by HR. The MIS dictionary changes and audits are good only if the time frame is set long enough to actually be in compliance for auditing the changes. Hopefully this will help.
