The Gartner Group have metrics on staffing levels that includes: Number of modules Number of devices supported Number of users Number of locations to support A reasonable number of users to one IT person is a 58:1 ratio for best support ...... wish I had the budget to accomplish that....however if you go to the Gartner web it is likely there and then you will have some generally accepted statistics to assist in your plight. By the way...... another metric I use to describe complexity of hardware support is: a diskless workstation (dumb terminal) take 0.5 days of support per year a PC take 2.5 days of support per year a laser printer take 3 days of support per year.(paper jams, toner dust etc) Hope this helps.
