Yes, Yes and Yes
You need to negotiate with the pharmacy staff to create separate order
types,,, then in the MAR access, restrict who sees which order types.
This causes change in Pha ordering procedures... We have nursing seeing
ALL MEDS and Pharmacy only seeing theirs.. this means when the "neb" is
changed to "Nursing to Give" the pharmacy needs to do a copy/edit and
change the ORDER TYPE as well as the administration instructions. 
We have it almost set up the way we want...
