Here is something that might work out for you.  You can create a macro called 
get.user on your report with the following code:
 
A^urn,
;
""^event.date^event.seq.no^FOUND,
[EMAIL PROTECTED](event.seq.no),
   event.seq.no&@Not(FOUND) [EMAIL PROTECTED]"ENREGER" 
{event.date,event.seq.no}^FOUND};
   @Prev(event.date)&@Not(FOUND)},
;
[EMAIL PROTECTED](FOUND);
   FOUND^{event.date,event.seq.no},
   ""^FOUND,
   [EMAIL PROTECTED](event.seq.no)&@Not(FOUND) [EMAIL PROTECTED]"EDREGER" 
@event.user^FOUND};
      @Next(event.date)&@Not(FOUND)},
FOUND;
 
Then you can file and translate the macro.
 
Then you can create a user-defined field on your report called xx.get.user with 
the following attributes:
 
DAT=FREE
LEN=10
VAL=%ADM.PAT.zcus.report.M.get.user(urn)
 
You will need to change 'report' to the name of your report.  You can then add 
that field to your report picture.
 
Then you can file and translate the report.
 
The code in that macro finds the last event for an ER Registration.  Then it 
finds the next event for an ER Registration edit.
