Chris, the approach I'd probably take (because of the conditional requirement of your time restriction) would be to create a CDS for those appointment types. On this CDS, ask your conditional question, and if the answer will create the restriction, pop up a warning message that warns the scheduler not to choose those appointment times. This warning message, because of the sequence of events, will happen immediately before the scheduler is picking the times, so it should be fresh in their mind. Not a guarantee that they'll pay attention to it, but it should work!

On that page you can exclude days of the week and also enter an early and late start time based on day.
