We do have a night contract service that has technicians entering unverified 
orders and pharmacists checking them. However, I have had problems
with the VER function several times now - esp in the VER/ED/CAN multi-function 
where pharmacists would get blow out to goodbye.
I had to turn off some rather important rule flagging to get this to stop. 
Meditech fixed it with a DTS a while back. However, I just found another "HOLE"
in the system. I have several rules, one of which is a rule that prevents a 
user from entering enoxaparin on a patient that has an active order
for Heparin.  It works fine as long as pharmacists are doing the entering, but 
apparently, one of the night technicians was able to enter 2 unverified
orders - one for heparin drip and one for enoxaparin. The pharmacist verified 
them both. It appears as though the rule did not flag the technician because
neither order was active YET. When the pharmacist verified them he apparently 
didn't get stopped.

Donna,
We have always had techs enter unverified orders and then pharmacists verify.  
We believe this gives us a second check and wouldn't consider doing it any
other way.  (The only orders a pharmacist enters are those in an order set, it 
just saves time.)  It has always worked well for us, although I believe there
are only a handful of hospitals doing this.
