As far as I've heard there's something in those lines planned for Maemo
6 which effectively *could* mean MeeGo. It seems to be part of the
security model being developed (in work).

There was a talk at FOSDEM 2010 by a person from Nokia talking about
Maemo 6. Luckily there's a video (which is how I heard about the things).
You can get it from:
http://video.fosdem.org/2010/maintracks/maemo.xvid.avi

Some of the mirrors have problems for me when I tried to download, so
try a few times at http://video.fosdem.org/2010/ if you run into trouble.

My take honestly is that it's too early to speculate on the MeeGo security
model at this point. Although what we know is from the work in progress
for Maemo 6, we can't assume that any of that will make into MeeGo.

Since Moblin parts are going to be involved more IMHO in this area, it
might be totally different. But knowing the fact that MeeGo is going to be
in many different device classes, I guess it's safe to assume that there
will be some sort of security model addressing the concerns you brought
up in your mail. The one (work in progress) presented at FOSDEM seem
to have some solid groundwork. Let's see what comes out on Day 1 and
work from there. :)

Hope this helps.
