It would be available on multiple architectures. But if the vendor (i.e. Adobe) provides packages for relevant target environments (Eg: ARM, x86_64) there's no one stopping you from installing it. Therefore when you buy a MeeGo powered device when they are available, the decision to include Flash player would be made by individual vendor (device vendors). This is no different from what the current model is including Maemo platform (Eg: N900).
