Can you please ensure that the initial release of the user documentation
uses licencing terms which facilitate the passage to community
participation? I have been hamstrung in the past because requests to
change licencing terms take so long, compared to initial licencing
decisions (which, in my experience, don't actually happen -
documentation typically gets (C) All rights reserved as the default
setting).

If we could have CC BY-SA, or GNU FDL, that would be brilliant.
