The usual GL/GLX or GLES(2)/EGL API should (must?) be present on MeeGo devices. Hence all the 3D goodness that comes with it. Taking about the compressed textures: The (GL) driver work here is minimal, it just has to forward a binary blob to the GPU and the hardware does the decompression work when sampling the texture. The "hard" part is to compress textures in your assets' work flow which means using patented algorithms and/or closed source compression tools. Still, that should work relatively well.
