Are any of them here, and willing to explain/debate the reasons behind

To give just 3 packages that don't really belong in the core, but would
potentially be used by many 3rd party applications:
 - kdelibs
 - SDL
 - Gecko

There are others. There are families of applications which share core
libraries, and while it makes no sense to include the library in a
platform where none of those applications are present, it makes a lot of
sense not to ship the library bundled, because chances are if you're
installing one of the family, you'll install others.
