App needs this information in case of some visual design.
Do you think contextkit is the right place to do it?

I think the question is slightly different
it's not about HDMI; HDMI is just one option

it's about "when a second display gets connected".
Can be HDMI, can be TV out, can be VGA out... the connector does not 
really matter

question is what to do with the event. should the WM know? should the 
apps know?
yes to the first obviously.. .but the second? this needs a lot of love 
and attention from user interaction designers I suspect.
