I haven't heard anything mentioned about this - there are at the
moment neither timing requirements nor comments on expandability.

As currently written, the prohibition on "repackaging" the reference
sources would effectively prevent this.

Application vendors shouldn't be mucking with /etc/resolv.conf,
especially not on MeeGo (yes, I know you said it was just an example).

If there's something that's particularly important to be in a
specific place that *does* have app impacts, there's no problem
with calling it out, as a practical matter it's more likely to
get tested for explicitly in the system tests if it's called out.
