I think that two basic things could help, input device type
(touchscreen/resistive/capacitive) and display DPI.
DPI can be used to switch between tablet and handset UX . Having touch screen
activates
tablet/handset UX. There is still some border cases like laptop with touch
screen display that you can switch
from normal laptop configuration to tablet configuration.
