I know in Android it's possible to do this programmatically (and screen blank control rights are part of what you have to accept when installing such an app). I believe we'll have to provide something similar. individual apps shouldn't need to (or be allowed to) fiddle the system in the ways suggested below. What happens after the app quits? Screen blank is still off...
