According to gstreamer webm support was added in release 0.10.26.1. This is presumably the best way to add support as gstreamer is the multimedia component of the platform but it needs to be compile against libvpx which provides the VP8 on which the video component of webm is derived. libogg which comprises the audio component is there but it seems that libvpx isn't. The best way to get the details is to run "gst-inspect-0.10 | grep webmmux" and " gst-inspect-0.10 | grep vp8" which will tell you if the container format and video codec is supported.
