Hi,
Have met the same issue on another dualcore ARM platform.
Easiest workaround was to disable PTHREAD priority inheritance feature that was
the root cause at least on Your case.
For example to configure.ac, Add
pulseaudio_cv_PTHREAD_PRIO_INHERIT=no
Before
AS_IF([test "$pulseaudio_cv_PTHREAD_PRIO_INHERIT" = "yes"], [
AC_DEFINE([HAVE_PTHREAD_PRIO_INHERIT], 1, [Have PTHREAD_PRIO_INHERIT.])
])

currently I am working on Meego 1.1 release version ( not 1.1.90)
with Smasung Exynos 4210 chip ( ARMv7) with Linux Kernel 2.6.36.
I am keep getting this mutext issue with pulseaudio.
I will try to downgrade pulseaudio to 0.9.19 .
I have turned off one core, then the mutext is disappeared. There still are
other issues with single core but irrelevant with race condition.

What hardware are you running on? I can't reproduce this.
When I run `alsamixer` it works fine:
pulseaudio-0.9.19-1.7.i586
alsa-plugings-pulseaudio-1.0.23-2.12.i586
glibc-2.11.90-22.15.i686
