That comes as a bit of a surprise to me (that it's underimplemented)
as it seemed fairly complete to me (excepting stuff like cgroups in
the policy description). What parts are missing?

At least I -think- we have working audio routing/resource policy on
N900 side and if it's not working on all other archs with same
PulseAudio too that's obviously a problem.
