I don't think it is. The Accounts part has nothing to do with security, while the SSO part is just a client for the security framework, and can be configured to work without any security functionality (and still be useful).

That said, continuing to have these discussions on
an internal only mail list is problematic. It does not allow us to discuss the
shortcomings and issues with the current Accounts & SSO solution with the people
that are developing it.
