You will have Qt/QML in MeeGo 1.2 but as far as I know, Qt Quick Components did not make et time there. Qt Quick components is UI elements as windows, buttons, dialogs etc made with Qml. In most of cases there is no sense re-invent wheel and implement ui components from scratch even with Qml but use ready made components.
Least I would say that it is clear recommendation to use Qml and Qt Quick components for application development.
