Why the behavior can't be same as a device build, where the user don't export any env variable or don't install any additional package. danny: We should not invoke a VKB as a widget "scim-panel-vkb-gtk" directly. It must be launched when a text entry gets focus. scim-panel-vkb-gtk is not there in my netbook runtime.
