Yes, just use one uniform web browser even not the same browser just same protocol/interface as html5, all apps can be download and plug-in instead of installed. Make app to be one online/offline service. For end users, no one concerns the platform is arm, x86 or somethingelse or app is written by C/C++ QT/python/qml, only concerns the app whether works for him/her.
