Those filenames you see there are temporary names generated by the XDG
cache plugin that tumbler uses to save the thumbnails. You should
normally never see those as they are supposed to be renamed to
<MD5-only>.png. So this *could* be a bug in tumbler. I have no idea why
it only occurs with Japanese though...

Does

  dbus-monitor --session path=/org/freedesktop/thumbnails/Thumbnailer1

yield any error messages related to these files? The files could be
leftovers from unfinished thumbnails. I've found one place where this
could happen but in that case dbus-monitor should show errors, I think.
