Yes, I do agree it's a bug and it's quite annoying, if it's inappropriate to be fixed in sudo package, then we should fix it in curl or zypper. Other distributions (Fedora, Ubuntu) won't have such user settings in /etc/sudoers, but they don't have such issues either.
