I think you're confused a little
packages have the form
foo-5.1-3.1
where 5.1 is the *version* and 3.1 is the *release*
5.1 is what you control
3.1 is not.
but since OBS guarantees that it only goes up... I don't think the
situation that you mention can actually happen
