You are right. So to make it clear I want to change the 3.1 to, say,
8.1.

For example, the package I'm building is meant to replace an old 3rd
party package named foo-5.1-7.1. So I want my new package to begin from
foo-5.1-8.1 therefore it will automatically override the old package
during an automatic upgrade.
