This specific submission was a reversion yes.

I assume you're talking about the original submission then:

If you look at the true difference between 0.3.12 and 0.3.12.1, you will
see that literally the only difference between 0.3.12 and 0.3.12.1 is the
patch that fixes the bug#20355.

I understand your point of "no excuse to then just not accept the patch
instead of accepting the change in the format of a new tarball", but we
need to actually assess the true risk of a submission, rather than just
looking at a tarball version.

In any case, I will try and communicate to developers that we would like
to see patches for bug-fixes rather than put the patch in a new tarball
and submit.
