This specific submission was a reversion yes. I assume you're talking about the original submission then: http://build.meego.com/request/show/22112 If you look at the true difference between 0.3.12 and 0.3.12.1, you will see that literally the only difference between 0.3.12 and 0.3.12.1 is the patch that fixes the bug#20355. I understand your point of "no excuse to then just not accept the patch instead of accepting the change in the format of a new tarball", but we need to actually assess the true risk of a submission, rather than just looking at a tarball version. In any case, I will try and communicate to developers that we would like to see patches for bug-fixes rather than put the patch in a new tarball and submit.
