Interesting--when I turned off the averaging, I got almost exactly what I saw in the past, and no haywire fields.

No, there haven't been any syntax changes to dispersive materials.  The
main difference is that eps-averaging? has been turned on by default.

Try running with this turned off:
        meep eps-averaging?=false yourfile.ctl
and see if this works.

If it does, let me know what your structure is in case there is a bug with
the averaging.
