Yep. His computational cell is 10x30, and his resolution is 3.2e8, which corresponds to 3.2e9 x 9.6e9 pixels, obviously nonsense.
(We should probably fix Meep to give a more sensible error message in this case, of course).
The problem looks like he is missing a factor of "c" in his calculation of the wavelength from the frequency. He is computing wavelength (in units of "a") as 1 / (frequency * a), given frequency in Hz and "a" in meters, when of course it should be c / (frequency * a) to get the correct dimensionless units.
