I'm the CFO at a smaller California Special District (Water). Our annual
budget is about $5.5 Mil and we have 26 employees. What I'm looking for is a
copy of some other public agency's policies dealing with authorizing and
approving financial transactions. We have nothing in writing and rathar than
reinvent the wheel, I would like to start by referring to existing ones and
