This report to the
Legislature is a bombshell! It considers 5 Alternatives for redistributing
Property Taxes from minor adjustments to swapping more property tax or per
capita allocations for less sales tax to realigning the functions of local
government.
A primary goal is to give
more money to Cities and Counties and to give more control to local government
and voters. There are many alternatives that would have radical impacts on
our Cities revenues and how we do business.
I believe all Finance
Directors and City Managers should respond to this Report by reading and
considering the alternatives and the impact on cities. We should discuss
the Report and other proposals for State-Local Fiscal Reform at our Pasadena
convention.
