At its February 29 meeting, the CSMFO Board adopted the attached "position paper"
which recommends that our members implement GASB Statement No. 34. It also sets forth
the CSMFO's role in helping our members in implementing the new reporting model,
including:
o Working with other professional groups in informing elected officials and senior
managers about the new model, the need to implement it -- and the resources that will
be required to do so.
o Being actively involved in helping GASB and others develop implementation guides
and training programs.
Where to From Here?
We have formed a task force to start working on these goals. Composed of
representatives from the Board, Chapter Chairs, Professional & Technical Standards
Committee, Career Development Committee and special districts (and from the "north and
south, larger and smaller agencies"), members include:
Dave Bass, Lake Forest
Eldon Boone, Vista Irrigation District
Mary Bradley, Sunnyvale
John Cuevas, Big Bear Lake
Mike Rider, San Jose
Genie Roberts, Temecula
Bill Statler, San Luis Obispo (Chair)
Based on an upcoming GFOA "elected officials guide," the task force hopes to draft
materials for "telling the GASB story" to elected officials and senior managers by
June. We also hope to identify resources (including models like Tracy that have taken
an early look at the impact of these changes on their financial statements) that will
help our members in implementing the many changes they will need to make.
If you have any questions on the attached "position paper" or the CSMFO's plans for
implementation assistance, please call me at 805.781.7125.
