Thank you for your responses to my survey. There are 26 cities responded to
my survey. Out of these responded cities, 20 cities (76%) accept credit
cards over the counter. 10 of those cities that accept credit cards are for
all cities services.
None of responded cities accept credit cards over internet. No cities pass
credit card fees to customers. There are various restrictions on credit
card purchases. Some cities restrict by credit card type. Others restrict
by dollar amount.
Four (15%) of responded cities provide ACH debit service. No responded
cities have implemented e-commerce. Attached file is the summary.

The City of Milpitas provides water, sewer and garbage
utilities to our citizens. Our City Council is very interested in moving
toward E-commerce for utility billing, building and planning permits,
business licenses and recreation programs. We would like to know how many
municipalities have implemented or in the process of implementing E-commerce
and/or accepting credit card payments. Here are our survey questions:

6. Do you assess the ACH processing fees to customers who use ACH debit
service?
7. Have you implemented e-commerce bill paying services?

a.) Can customers view their account
history on-line?
b.) Do you allow electronic sign up for ACH debit payments?

c.) Do you allow commercial advertising on your
internet page?
