Thanks one and all to those who responded to this admittedly difficult issue.  For a 
bit of context, we have been in a pattern recently of Council meetings running well 
into the wee hours of the morning.  As one example, I began a presentation on our 
updated development impact fees at 2:10 AM (yes, that's two-ten in the morning) at a 
meeting that began at 6:30 PM...

As I suspected, there are no real "silver bullets;" however, a couple of common themes 
did emerge:

1.  Breaking up meetings into an afternoon "business" session, and an evening session 
for Public Hearings seems to work well in those cities employing that approach.

2.  Well-written staff reports and ample time for pre-meeting Council questions and 
answers helps minimize Council discussion.

3.  Limiting dialogue between Council members and the public helps to move meetings 
along.

Attached is an Excel file that summarizes the results of those who responded.  I have 
also attached a copy of the San Luis Obispo  COUNCIL POLICIES & PROCEDURES, generously 
forwarded by Bill Statler, that includes some great guidelines for running Council 
meetings.
