I know there was a survey not too long ago on this - basically what are
cities doing to implement this.  On possibility that we have thought of is
to run the 1099 after every warrant register and send it to EDD (electronic
format is not required).  I know this doesn't list those that have signed a
contract, but this seems to be a way of coming close to meeting the
requirements.
This does seem to be a mandated program.
