Alan - There are a number of firms that can do this work.  My suggestion is to first 
contact either the financial advisor, underwriter or bond counsel who worked on the 
original issue.  My guess is that any of them can do this.

However, I would like to note that a survey was recently done on this by the City of 
Paso Robles, the results are on the CSMFO's web site (www.csmfo.org) under "surveys."  
This was really easy for me to find because our site has a really cool "search" 
feature (on the main page and on the top of every page) for either the whole site, or 
just the resource room/survey results.

I entered "arbitrage;" and I found not only the survey, but also the a sample RFP for 
this service.

Note to All Members: I copied you on this reply as a gentle reminder to check our web
