The relay is a type of heavy duty switch which is designed to handle greater power loads and prevent voltage drop
The relay in this case had two circuits, one controlling low beam, and one controlling high beam and spots.  The addition of the relay to low beam made a big difference

    Sorry if I repeat something earlier on this topic but I just picked up on
    it.  The best headlights I had on a 1600 was a H4 conversion kit I picked up
    from Hella.  I also picked up a Hi/Lo integrated relay which is justa big
    relay that switches both Hi and Lo beams on the outers as well as the inner
    spots with Hi beam.  The QH lights were nice and white and awesome.  Even
    better with the 4 Rallye 2000's

    Pity I hit a horse coming back from a rally in Beerburrum.  Went from all
    that candlepower to my navigator using a Dolphin torch while we limped home.
    Fucking dark brown horse, lept from within the traffic island (forested
    ditch - Bruce Highway) straight in front of me about 3 metres from the
    grill.  When I hit the skids I still had rear bias wound in and the pagid's
    grabbed because there was no heat in the disc, and luckily I collected him
    with the grill sidways and he sort of sat on the bonnet while the car spun
    around him like a clock hand.  Horse was fine, Datto was injured.

    Struth that bit of advice went off on a tangent, maybe I need a
    hug...................
