Malcolm,
When you do it this way I take it you have the rocker adjustor bolts screwed
down.
Do you have any contact with any of the cam lobes and the rocker arms? If
you do I would think that it would be hard to get the cam towers on evenly
as you are tightening up on the valve spring. ie cam lobe/ rocker/
compressing valve spring.

I've allways done it with the cam in the towers..
with the rockers in place first...
but always look at what you are doing and she will be ok.
can look hairy,and they do snap with out any noise(I've only ever broken
one)
